The result of the discussion was: Kept - This is a non-free image owned by the SA department of defence in that it is taken by a member of the department, the same holder of the copyright to the medal presumably. Appears to be a (mostly) correctly tagged and marked non-free image. Any issues with specifics can be dealt with by fixing the image page.
