{{Under construction/doc}} says specifically that "this template should not be used for new articles with little or no content" so I've moved what you created to Draft:Albania in the Junior Eurovision Song Contest 2012 so you can develop it without worrying about immediate deletion. All articles need to be supported by reliable sources and an event will have to demonstrate general notability.
