Coat of arms of the Östergötland province in Sweden. Östergötland was represented by two different arms: a dragon and a lion. These were combined at latest 1884. How the arms look in 1920 can be seen here https://runeberg.org/nfcn/0126.html

I rött fält en gyllene grip med drakvinge och draksvans samt med blå draktunga och beväring, i vart av sköldens hörn åtföljd av en ros av silver.
