Clear WP:DUCK: Arcarius stopped editing on 12 January 2018, and was blocked on 20 January, the new account was created on 16 January, displaying editing patterns of established users (regular edits, participation in an AfD, page moves, article drafts, and template edits all in the first 20 edits). The names of both users are Latin court titles (curopalates and arcarius). Arcarius' almost exclusive focus was Roman Catholic articles, mostly writing about dioceses etc (and making a horrible mess out of it while refusing to communicate with concerned editors, which is why he was blocked), which is also Curopalates' main focus. Finally, the piece de resistance, Curopalates uses the same edit summaries as Arcarius ("structured & more"). Constantine ✍ 09:43, 8 February 2018 (UTC)[reply]

PS I also came across this ANI discussion from 2006 (!) that indicates that Arcarius was a sock of Fastifex (talk · contribs); from personal experience, the WP:DUCK argument is very strong for both (includingthe unresponsiveness to other users, even when brought to ANI [1]), and now it appears that an SPI had indicated a technical link as well all the way back...
