I don't have the time or inclination to work on this article: he's out of my field, and I'm currently working my way through some one hundred citations I have bookmarked on a notable person to get rid of the derivative ones which add nothing. The first redirect was initially created as an article listing the countries in Africa where a Romance language was spoken, but that got nominated for deletion and the outcome of the discussion was for it to be redirected to the current target. The target is not an appropriate one at all as its topic is an obscure former proposed union of countries that encompasses only a fraction of the Romance-speaking part of Africa. I can't seem to find a suitable target though: there doesn't seem to be a place on wikipedia that explicitly lists the territories of Africa where a Romance language is used, and I'm not keen on the idea of say, rewriting Languages of Africa for the convenience of users of this redirect. If a suitable target isn't found, then the redirect should either be deleted or restored as an article.
