- Uploader claims to be copyright owner releasing the photo, but it appears to come from a newspaper/magazine. Uploader appears to be a SPA; article has had long-term problems with sneaky vandalism/POV-pushing by SPAs and socks. I recently listed another photo from the same article here on similar grounds. - This image doesn't link to the statement of permission which it is needed under the section of the OGL on what can be licensed, because of the delegation of authority the MoD has in copyright licensing. The website only says core materials are under a "Click-Use" license the OGL superseded, and there's little indication this would be core material, which is defined vaguely, but could conceivably exclude images. - Images are certainly included in Crown Copyright. But you're right that MOD's site need fixing - will get onto that, as I said on Commons.
- Re. our previous discussion, I did indeed discuss this with you some months ago, and informed you that MOD didn't have a delegation of authority, AFAIAA. :-)

- Update - one of the images on the same page was on commons - File:P-haze.JPG, I also applied a deletion tag to that one commons:Commons:Deletion requests/File:P-haze.JPG. It looks like the commons may have a way of keeping them using their commons:template:Non-free graffiti template. I have checked other older FfDs on graffiti here (in counties with similar FoP) (e.g. Wikipedia:Possibly_unfree_files/2008_May_22#Image:Free the POW's Mural Belfast.JPG - and it seems that to keep them here means moving to non-free. As many of these are in a gallery then that won't work for all of them. So I see three ways to go...
- Move to commons ASAP and tag them as Non-free graffiti
- Change to non-free and delete those no fulfilling NFCC
- Change our image policy to same as commons
