@Scope creep:, 1996 refers to when U.S. copyright was restored to works from the Netherlands due to Uruguay Round Agreements Act. Netherlands was 70 PMA on January 1, 1996. Abzeronow (talk) 20:03, 26 September 2023 (UTC)[reply]
@Abzeronow: How does that apply to this though. It is not public domain? He is important individual in communist party machinations during the early and middle and war years in the Netherlands. It appears to be public domain in the Netherlands as an anonymous work, but since it was published around 1940, it would not be public domain in the United States (where Wikipedia's servers are) until 2036. We could try for a non-free file rationale here as I believe it would fit most of the criteria (an article on the subject would certainly be helpful to that). Alamy dates this image to 1929 and credits the full image to the American branch of the Keystone Press Agency, which seems to have been an American-Swiss Press Agency.
This makes it questionable whether this image has indeed been first published in Italy, so it would probably be safest to undelete in 2025 when American copyright will certainly have expired. Felix QW (talk) 20:34, 30 September 2023 (UTC)[reply]
