- Keep(weak) if we have a whole series of Rulers of X, linked predecessor-successor, then the notability rises because they are part of that series. - Keep, assuming she's a real person - the sources seem to indicate she is, but the phrase 'a legendary queen' suggests otherwise and should probably be reworded.
