ArbCom 2023 Elections voter message

- I've explained the change in the edit summary (something you hardly ever do): All WFC maps in other articles use the same color scheme – so I have changed the map to follow that.
- Also I'm sure you have based your map on File:World map (Miller cylindrical projection, blank without Antarctica).svg (or its derivative), while breaking its "Creative Commons Attribution-Share Alike" license – "Under the following conditions: attribution – You must give appropriate credit, provide a link to the license...". - Look, I probably overreacted earlier, but when you give me advice, can you not say extra comments that are unneeded.
