Edit Question Do the four terrestrial plains serve any administrative purpose? As far as I can tell, the regions are the highest administrative subdivision. Below, the district area, are these all administrative divisions, or are they municipal/local governments? Just curious if these are statutory units of which districts are divided into and thus cover the entirety of the country, or option local governing units.
