The given source doesn't substantiate this claim. The book cited is an interview with Mike Davis (scholar) in which he says that there are many "superb national historians: Abel Paz (Spain), Jean Maitron (France), Paul Avrich (United States), and Osvaldo Bayer (Argentina)."[1] That can be attributed as Davis's opinion but falls short of the authoritative claim. An additional issue is that this interview, reprinted in Davis's book, is modified from the original, though this does not appear mentioned in the reprinted book. The passage is originally from p. 229 from Davis, Mike; Wiener, Jon (2003). "Mike Davis Talks about the 'Heroes of Hell'". Radical History Review. 85 (1): 227–237. ISSN 1534-1453. Project MUSE 37742. and mentions Maitron, Avrich, and Bayer, but not Paz. We could count the reprinted version as Davis changing his mind and choosing to add Paz to that pantheon but even still I'd consider it a weak claim. We should be able to do better for sourcing if Paz is truly one of the noted Spanish anarchist historians, perhaps from Spanish scholarly sources?
