The Risks Digest source gives its own source in turn: "Randy Barrett, Steven Vonder Haar, and Randy Whitestone, Inter@ctive Week Online, April 25, 1997, SEN 22, 4, 25" -- however, since this is a 1997 source, it's unlikely to be online. -- Gigacephalus (talk) 11:57, 15 February 2011 (UTC)
Incident cause
The references explicitly mention lack of any IGP on the router during the incident. User randyqx changed the article to say that BGP/RIP redistribution was the cause of the incident. Given lack of any references to support such claim I propose that the sentence is rewritten to the original form without giving RIP redistribution as a cause.
