shortages of food, clothing, medicine, material for transportation caused by Dutch blockades not only affect Madura but also in other Republican areas. (Kahin, 1952, Wild & Carey, 1988) By allocating some relief supply in captured areas, Dutch can alleviate in the distress they caused and appear as liberator instead of aggressor (Kahin, 1952, p.222).
