you cannot keep on changing the Heading of formation of telangana to Bifurcation of Andhra pradesh

If that is so , in Andhra state Page you need to mention Bifurcation of Madras State not Creation of the Andhra state. When there is a new state or new country carved out it should not be said as Bifurcation of Cutting the existing one. it should positive note saying Creation or Formation . Stop reverting the changes about the Heading . and As per the bill also it would be clearly mentioned that formation of Telangana, 29 th State telangana would be created from existing Andhra pradesh State , you cannot use word Bifurcation .
