To send this greeting to a new user, simply place {{subst:Welcome!}} on the new user's talk page. Nothing else is needed, as the template itself includes your signature. If the new user made good contributions to one article in particular, you can use {{subst:Welcome!|article=Banana}}.
You can link the phrase "my talk page" to your talk page by passing in a from parameter. For example, {{subst:Welcome!|from=MY_USER_NAME}} causes "my talk page" to become a link to User_talk:MY_USER_NAME.
