This seal is not specific to the GDI, it is the seal of the whole government (see File:Emblem of the Islamic Emirate of Afghanistan.svg). This is a decorative use that fails WP:NFCC#8 because it's not specific to the agency. • Delete agree with Tartan, that seal is used more widely by the whole government and is not useful for illustrating the GDI specifically.
