Noting that notability, once established, doesn't vanish over time, I have strong doubts that Rios was ever notable in a Wikipedia sense. The article was created during the Wild West days of Wikipedia when articles were almost added willy nilly. I have done a WP:BEFORE, the more so since the alleged references in the article are pretty much useless, and can find nothing useful about her. There's quite a bit by her.
