Gotham City is notable, sure, but its mayors do not inherit notability; their relevance as a group is not even discussed (i.e. more than name-dropped) in their parent city's article. If you have to depend on the comics themselves as primary source referencing for their own content, because there's no evidence of any independent reliable source attention being paid to these characters in real media to contexualize their significance outside the comics' own internal universe, then by definition they're not notable enough for a Wikipedia article.
