As you can see, here is a whole discussion about the world titles. The consensus was a world title is a title promoted by the promotion as world title, no matter PWI or other promotions. For example, for TNA, Hardy is a World Champion, WWE doesn't matter. Adam Pearce is a 5 time world champion according to NWA, ROH and NJPW, but WWE and PWI say he isn't. You're wrong about Bret Hart not being American. He is a dual citizen. He is both a Canadian and American citizen. He acknowledges the fact here.

You stated that he was not an American citizen when you edited his citizenship out, yet Bret specifically states that he is an American citizen. How is that irrelevant? He also stated he voted in US elections. He also lives in Hawai'i (half the year for years) and has owned property there. While he is undoubtedly viewed as more Canadian than American, you can't argue that he's not an American citizen.
