In the west, NY 342 begins at an intersection with NY 12 in Pamelia, just a few miles north of Watertown. - "A few miles" needs a rough conversion.
An intersection with US 11 is not far off, and NY 342 subsequently passes the Fort Drum Military Reservation. - Find better wording for "is not far off", which is rather informal.
Planning for the highway started in 2002 and 2003, with the plans to reconstruct starting and ending in 2013 and 2014. - Needs to be worded better; as it is it's slightly confusing.
The cost with the planned project would be $6.4 million - Change "with" to "of"
