Fair use rationale for Image:Nit patna logo.gif

I notice the image page specifies that the image is being used under fair use but there is no explanation or rationale as to why its use in Wikipedia articles constitutes fair use. - Oppose: The official name is National Institute of Technology, Patna per Gazette Notification http://www.nitc.ac.in/nitc/rti/NIT-ACT.pdf. Statutorily the name has a comma, and not without it. The official website must be a clerical mistake and nothing else. Moreover the comma has been used as a disambiguation and it follows WP:NATURAL. Amartyabag TALK2ME 04:44, 28 February 2013 (UTC)
