The original image was cropped to the best ability to include the subject in it's entirety. Just because another person's arm is in the image does just justify removal. There are countless BLP articles in which anyone could claim [something] is "distracting" from the subject of the article, and this is no exception. When there already is a better image of the same person from the same year without a distracting arm in it, it's obvious that the image without the arm is preferable. Remember that this is not your article, Charitwo. You cannot change this image unless there is a consensus to do so. BTW, your image has a big white dot in Tanaka's hair.
