Its rooted in the history of the organisation which I've never sat down to write, question me and i can give better answers. In response to this specific statement, several commonwealth Nations were represented at the FIM by the ACU, and each governing body within that nation took a name. IIRC OZ and NZ both called their own ACU's as well (OZ also having a federal structure), but they all re-branded themselves around 15-20 years ago.
