Few things.
- OBVIOUSLY not PD-US, probably meant PD-USGov.
- Not even PD-USGov, as it states on the description page that it is State of Hawaii ("State of Hawaii Office of the Governor, part of the Official Report on 12-year Expansion and Modernization of Airports of the State of Hawaii").
- Contradicts, says "released into public domain with fair use"

- Not placed by the US Government but one they required AT&T to take in the June 16, 2000 Wall Street Journal. PD-pre 1978 for the ad wouldn't apply here. Since the ad is used only as an example of "tombstone" advertising, it can easily be replaced by any ad of this type that is pre-1978 and thus free use.
