For one thing, we have several free images of popes being coronated and don't need a non-free one. The copyright holder is not named, so it fails NFCC #10. Official portrait of a state politician who served until his death in 2003. If someone was a public figure in the digital camera age, we have reasonable expectation of receiving a free version. For example, someone could contact the Pennsylvania House of Representatives Archives and ask. But we don't need to download a photo and slap a fair use tag on it as soon as they die.
