For one thing, we have several free images of popes being coronated and don't need a non-free one. The copyright holder is not named, so it fails NFCC #10. Now, the question arises, is this a significant enough episode in his life to justify the fair use photo? That's more iffy. - weak keep: It does not contravene WP:Non-free content#Unacceptable use Images.16 rule "An image of a newspaper article or other publication that contains long legible sections of copyrighted text", so as this image has some historical significance as the first clear public report that Israel has nuclear weapons, I'm inclined to keep it under fair use. The question is not what we can do - it's whether seeing the newspaper significantly increases the user's understanding of the topic and lack of a newspaper is detrimental to that understanding. - I'm not an OTRS user, but if the email had been received and the person reading it could tell what file they were talking about, the file would have been updated by now. So either the email wasn't sent or they just forwarded the permission without giving any clue about what the permission was for. - According to Commons:Commons:OTRS/backlog, there is an OTRS backlog of 45 days. This was uploaded less than 45 days ago, so maybe we should wait for a while in case something has been sent but not yet handled by OTRS? He's obviously someone who works for the subject, not just some guy grabbing a picture off the internet. Official portrait of a state politician who served until his death in 2003. If someone was a public figure in the digital camera age, we have reasonable expectation of receiving a free version. For example, someone could contact the Pennsylvania House of Representatives Archives and ask. But we don't need to download a photo and slap a fair use tag on it as soon as they die.
