Besides the fact that she wasn't elected, so that the "would have become" statement has no meaning anyway... wasn't the first transgender state legislator Althea Garrison, in office between 1993 and 1995? She wasn't elected with the facts of her birth gender publicly known, but came out shortly after her election and held office while being openly transgender, according to the linked article.
